The server assigns two candidates with the lowest exposure. Shared links cannot force a page into a ballot, and buying a page never increases voting power.

There are not yet two eligible pages in today’s edition. Once the second page is published, the server can assign balanced pairs.
Equal exposure
The scheduler prioritises candidates with fewer qualified appearances.
Human check
Beta decisions use an anonymous device session, Turnstile and a one-use matchup token.
Neither matters
Readers may reject both pages, so a weak pairing does not create a false winner.
